3rd Street Youth Center & Clinic is a community-based agency providing youth in the Bayview Hunters Point with medical and behavioral health services that encourage them to make decisions that support their health, safety, and development. 3rd Street Youth Center & Clinic also manages a number of successful Transitional Age Youth (TAY) housing stabilization programs and one of the city's few Youth Access Points.

3rd Street Youth Center & Clinic is a community-based agency providing youth in the Bayview Hunters Point with medical and behavioral health services that encourage them to make decisions that support their health, safety, and development. 3rd Street Youth Center & Clinic also manages a number of successful Transitional Age Youth (TAY) housing stabilization programs and one of the city's few Youth Access Points.

We are looking to hire a strategic Clinical Director of Behavioral Health (CDBH) to optimize treatments for our clients across our programs. The CDBH will have regular, structured meetings with staff to discuss treatments and professional issues and will guide practitioners to assess clients' mental health, develop suitable treatments, and make referrals. The CDBH will select, train, evaluate, discipline, and motivate staff.

To be successful in this role you need to display strong leadership and make prudent decisions to maintain practitioners who can adequately fulfill clients' treatment needs. Top candidates will be organized, knowledgeable and excellent communicators. You will also ensure the quality of clinical documentation at all times.

Duties & Responsibilities:

The following is not designed to cover or contain a comprehensive listing of activities, duties or responsibilities that are required of the Clinical Director of Behavioral Health. Duties, responsibilities, and activities may change, or new ones may be assigned as needed.

Clinical Supervision:

  • Having regular meetings with the governing board, department heads, and practitioners
  • Overseeing and reviewing practitioners' work procedures
  • Counseling, motivating, and disciplining practitioners, and referring advanced issues to upper management
  • Ensuring practitioners comply with licensure and registration requirements
  • Ensuring compliance, accuracy, and quality of clinical documentation
  • Enhancing operations by ensuring sufficient staffing and adequate access to services
  • Developing programs and ensuring compliance with procedures and policies

Program & Staff Management:

  • Hire, train, and supervise Behavioral Health team, including conducting annual performance evaluations, ensuring training needs and requirements are met, and recommending personnel actions, as appropriate
  • Develop and implement a system to evaluate the skill, experience, and professional development needs of all Behavioral Health staff
  • As necessary, develop objective performance measurements across all sites to assess program quality
  • Ensure Behavioral Health staff work within the framework of the agency's mission, vision, and values
  • Fulfill leadership duties when a position is vacant; support other staffing needs on an emergency basis, as needed
  • Communicates effectively and conscientiously utilizing strength-based language and philosophy throughout all aspects of program management and supervision.

Community:

  • Represent, or ensure representation in relevant coalitions, policy discussions, city and community hearings and advocacy opportunities
  • Develop and implement strategies that will maximize synergy among all Behavioral Health programs and other agency departments
  • Maintains responsibility for ensuring that all programs and services have a defined service delivery model and operate within the construct of 3rd Street's mission, vision, and values.
  • Ensures all programs focus on client-centered services that are needs-driven, strength-based, and are culturally relevant.
  • Establishes a harmonious working relationship with the community and coordinates services with appropriate community-based organizations as needed to highlight the value and the purpose of programming.
  • Participates in the delivery and attendance at trainings for the purposes of agency, professional, and personal development.

Fiscal & Administrative responsibilities:

  • Manage program contracts, including leading contract negotiations, meeting reporting requirements and ensuring compliance and adherence to all relevant policies and procedures
  • Work with program leadership and finance staff to develop and monitor budgets to ensure they are within budgetary constraints
  • Work with development staff to identify and seek additional funding for organizing work, including participation in gathering data for reports, grant writing and identification of potential donors
  • Foster strong relationships with funders; act as a liaison between program and funders
  • Responsible for assuring the maintenance of records and other administrative requirements of all programs.
  • Responsible for ensuring compliance with documentation and charting requirements for all funding streams.
  • Responsible for ensuring contract compliance with all funders including grant management, presentations, and reports.
  • Leads the development of new programs and services including grant writing, presentations, and more.
  • Leads the annual budget planning process.
  • Ensure services are provided in collaboration with all applicable funding streams and regulations.

Strategic Input:

  • Develop overall departmental strategic vision that reflects programmatic needs and aligns with agency's strategic framework and overall mission
  • In partnership with Assistant Director of Behavioral Health, develop strategic program-specific goals and timelines; as necessary, support Behavioral Health team with implementation of plans

Requirements:

  • Master's degree in psychology or related field, or equivalent combination of experience and education. Doctoral degree in psychology or related field preferred.
  • Doctoral degree in psychology or related field.
  • Appropriate licensure (e.g. LMFT, LMSW, etc) from the applicable licensing authority.
  • In compliance with the Administrative Simplification provision of the Health Insurance Portability and Accountability Act of 1996 (HIPAA), employees in this classification are required to possess a National Provider Identifier (NPI) number prior to their first day of employment.
  • 5+ years of supervisory experience in a similar role.
  • Proficient with supervision, service delivery, and case management fundamentals.
  • Proficient knowledge of applicable laws.
  • Strong people skills.
  • Outstanding communication skills, both written and verbal.
  • Valid driver's license.

  • This position is an exempt and full-time role.
  • This position is based on-site in San Francisco.

Compensation and benefits:

  • This position has an annual salary of $140,000.
