3rd Street Youth Center & Clinic is a community-based agency providing youth in the Bayview Hunters Point with medical and behavioral health services that encourage them to make decisions that support their health, safety, and development. 3rd Street Youth Center & Clinic also manages a number of successful Transitional Age Youth (TAY) housing stabilization programs and one of the city's few Youth Access Points

The goals of the Emergency Housing Voucher Program (EVH) are to reduce the length of time that tenants spend experiencing homelessness, and to ensure that tenants retain housing once established.

The Emergency Housing Locator & Landlord Liaison (EHLLL) will serve Transitional Age Youth (TAY) participants, aged 18 to 24, and those aged 25 to 27 who have been part of the Homeless Response System (HRS) as TAY and who meet one of the below eligible categories: 1. are currently homeless; 2. at-risk of homelessness; or 3. recently Homeless.

Duties & Responsibilities:

The following is not designed to cover or contain a comprehensive listing of activities, duties or responsibilities that are required of the Emergency Housing Locator & Landlord Liaison. Duties, responsibilities, and activities may change, or new ones may be assigned as needed.

  • Conduct comprehensive housing searches and landlord recruitment to establish a portfolio of housing units that meet the needs of the served population. Units shall be reasonable in size, near transportation and other amenities, consistent with tenant preferences to the greatest degree possible, and accessible to tenants with disabilities.
  • Secure appropriate housing units for the served population that may include but are not limited to a single unit in multi-unit buildings, blocks of units in multi-unit buildings, shared housing, and other options that help tenants achieve residential stability and overall health and well-being.
  • Establish and maintain successful relationships with landlords. build clear expectations for landlords and tenants, serve as a liaison, and respond quickly and appropriately to any concerns or problems.
  • Grantee shall provide services at 1728 Bancroft Avenue, San Francisco, 94124 Monday through Friday from 9:00 am to 7:00 pm. Grantee shall provide services at tenants' houses or other field locations, as needed. Grantee shall provide a 24-hour hotline for tenants and landlords to report issues and incidents that occur outside of business hours.
  • Partner with HSH to identify and act upon opportunities to secure units. This may include presentations, planning, and other activities needed to engage new partners, secure real estate, or otherwise expand the housing inventory supported with EHV resources.
  • Coach tenants on being a good neighbor, developing tenancy skills, lease requirements, and other topics that support stable tenancy.
  • Conduct monthly home visits for the first three months of a tenant's tenure in housing, and quarterly thereafter. Check in with each landlord at least quarterly to ensure satisfaction.
  • Regular communication with landlords to identify and address concerns on a proactive basis.
  • Collaborate with EHV case management provider partners to ensure that tenants can pay rent on time, cultivate healthy relationships with neighbors and landlords, maintain connection to benefits and other community resources, and resolve any tenancy issues. Coordination shall consist of regular, informal communication as well as structured case coordination meetings that occur at least monthly.
  • Immediate respond to lease violations or other complaints, with the goal of finding resolutions that do not jeopardize housing stability. If lease violations cannot be resolved, work closely with landlords and tenants to coordinate relocation prior to eviction.
  • Ensure landlords fulfill their legal responsibilities, including conducting repairs, issuing proper notices, supporting tenants' rights to Fair Housing, and adhering to lease terms.

About you:

  • Skills, Knowledge, and Abilities (SKA):
    • Experience working with youth
    • Experience working with diverse communities and stakeholders
    • Knowledge of the San Francisco/Bay Area Housing market
    • Knowledge of tenants' rights and best practices
    • Ability to present and represent organizations through various communication methods, including public forums, presentations, advocacy, and written materials
    • Ability to form and maintain relationships with stakeholders, including youth, landlords, property managers, and housing CBOS and state agencies
  • Education & Experience:
    • Bachelor's degree in social science or related field and at least 3 years of real estate or housing program experience or an equivalent combination of education and experience.
    • Experience in public housing programs
    • Experience in real estate, brokerage, sales, or other related fields
    • Excellent communication skills
  • Availability: Must be available to work evenings and weekends

  • This position is a salaried, exempt and full-time role.
  • This position is located in our Housing office in the BVHP neighborhood in San Francisco
  • This position reports to the Assistant Housing Director.

Compensation and benefits:

  • This position has an annual salary of $70,000.
